However, this method was not a principle used in the story of the twelve spies. Obeying God's command, in preparation for the conquest, and to make informed strategic decisions, Moses sent agents to assess the strength of the inhabitants and the fertility of the land of Canaan. Moses disregarded the convincing popular report of the majority and accepted the report of the faithful minority, choosing to trust God's promises over human fear. God assured the Israelites that the land of Canaan was legally theirs to take and occupy. It was the minority's report that shaped the Israelites' destiny.
